The International Congress for Protecting the Rights and Freedom of Citizens SHIELD is an independent, non-governmental, and non-profit international organization dedicated to advocating for human rights globally. Established in Odesa, Ukraine in 2011 by Dr. Daher Saleh Muhamed, the organization has since expanded its reach and operations to become a prominent voice in the global human rights community. With official branches in Belgium, Germany, France, Austria, Romania and additional representatives in several other countries, including the Middle East and Africa, the organization is committed to defending and advancing human rights, dignity, and freedom across borders.
Who We Are
The International Congress for Protecting the Rights and Freedom of Citizens SHIELD (commonly known as “The Shield”) is a global, independent, and non-affiliated organization comprising a diverse membership of professionals from various fields. These include lawyers, journalists, writers, university professors, doctors, psychologists, human rights experts, and specialists in international affairs who volunteer their time and expertise to monitor human rights violations and promote universal rights across the globe.
In addition to its vast membership, the organization maintains a strong presence in multiple countries, with official branches located in Belgium, Germany, France, Austria, Rand omania, and regional offices in the Middle East and Africa, as well as representatives in several countries worldwide. These global operations support our work of defending the rights and freedoms of all individuals, regardless of nationality, ethnicity, or religion.
Our Mission
Our mission is to protect and promote the human rights of all people in the world, as laid out in the Universal Declaration of Human Rights. We strive for a world where everyone enjoys fundamental freedoms, dignity, and justice, particularly in regions suffering from armed conflicts and humanitarian crises.
The organization works tirelessly to advocate for the respect of human rights in armed conflict zones and beyond. We seek global support and consensus to ensure that all governments uphold and protect the rights of their citizens, especially those in marginalized communities, refugees, and displaced persons.
We are dedicated to gathering and disseminating information on human rights violations around the world. Our research and investigation efforts lead to the publication of annual reports and specialized books, which provide vital data on ongoing global conflicts and their human rights impacts. We ensure that the voices of refugees, displaced persons, and victims of war crimes are heard, as their testimonies often shape international reactions and public opinion on critical global issues.
